U.S. District Judge Richard Smoak ordered “Girls Gone Wild” founder Joe Francis to turn himself over to federal authorities in Panama City by noon Thursday to begin serving jail time for contempt of court. “He may have snookered us and gotten out Saturday,” Smoak said, “but he’s coming back.”
